Dispensing optician is the person who supplies and fits glasses frames, but would not be qualified to prescribe lenses.
 
Ophthalmologist is a specialist in medical and surgical eye problems, specialising in the diagnosis and treatment of them.
 
Orthoptist is a health care professional who assesses, diagnoses, and manages various disorders of the eyes, extra-ocular muscles and vision problems (e.g. amblyopia, strabismus). Orthoptists work in conjunction with ophthalmologists.
