Social workers in Taiwan have decided not to take action against Yong Liao who was seen strapping his one-month-old baby to the steering wheel of his car before slowly spinning it.

The incident was captured on film by the baby's mother Xia Lung who uploaded the shocking footage to the internet before removing it due to a barrage of criticism.

In defence of her and her partner's actions, the infant's mother wrote: "I don't know what everyone is complaining about, we weren't on the main road at the time, we were only in a service station."

The clip which went viral isn't considered worthy of action by social workers in the region.
 


Commenting on the incident, the director of the Taiwanese Committee for the Improvement of Children's Rights, Wang Wei-Jun said: "Looking at the video, it does not seem as if there is intentional abuse of the child."

He does however go on to comment on the parent's conduct, saying: "Although I think it's fair to say that the parents are a bad example for others and that the activity is certainly dangerous."
