Eyes become watery either because too many tears are produced or because the tear duct is blocked. Sometimes, the tear ducts are not fully opened at birth.  For most infants, born with a blocked tear duct, there is only a small membrane blocking the opening. Generally, as your baby grows this will open and it is normal for the membrane to open before 10 to 12 months of age.
