Should this mother have been charged a valeting fee?

A British mother is criticising a taxi driver for charging her a cleaning fee after she gave birth in his cab.
 
Jenny Larkin started giving birth when the driver arrived at the maternity unit and midwives were forced to deliver the baby in the front of his car.
 
The driver presented her with a valet bill for £40 two days later, which Miss Larkin says is unfair as they paid the £16 fare and the driver was previously warned it was a maternity run.
 
“When he came he had some plastic sheeting on the front seat and said it was fine for me to sit there,” said Miss Larkin.
 
The driver – Steven Morrell -  says his cab was off the road for the following Friday and Saturday shifts as the seat was wet and this caused him to lose out on fares.
 
What do you think? Was the taxi driver unreasonable? Should the mother pay the cleaning charge?
